PALIGTASAN 2010: 1st National Rescue and Disaster Response Competition

        PALIGTASAN 2010 stands for " Paligsahan sa Pagligtas ng Bayan" or literally "competition for rescuing communities". Particularly in times of disasters and calamities.

General Aim and Rationale
        This 1st National Rescue and Disaster Response Competition aims to highlight the value of quality lifesaving demonstrations through the fielding competently-trained, organized and equipped rescue teams, whose applications of skills, knowledge and techniques are best showcased in friendly competitions. Reflective of current best practices, evolving doctrines and available technologies, the demonstrations could ultimately prove critical to actual engagements.


        PALIGTASAN 2010 runs from July 26 to 31, 2010 as a culminating activity in observance of the Disaster Consciousness Month of the national calendar.

Host Province
The host of the 1st NRDRC is the Province of Albay, which is naturally situated in a calamity-prone area and regularly handles its share of disasters and accidents.

        Albay happens to enjoy the distinction of a zero-casualty province on account of an innovative disaster risk reduction and management strategy and is this year's Kalasag Awardees and recipient of other international awards.

Venue
The main staging area is Mayon Riviera at Lidong,
Sto. Domingo, Albay, a sprawling 3.5 hectare game site which offers a challenging terrain.

Participants
As a learning platform for the country's search and rescue units or any team involved in disaster or incident response,

PALIGTASAN 2010   is open to all government units, private agencies, or NGO groups who wish to pit their skills against similar teams.

Water Rescue Event

To gauge the degree of team rescue efficiency, teamwork and observance of safety measures in response to emergency waterborne rescue operation.

        Testing the team rubber boat operation skills, rescue swimmer stamina, and team discipline.

        It is the duty of each participant to have an appropriate level of physical preparation, readiness and training in search and rescue in water. Experience in actual rescue operation is an advantage.

Rough Terrain Search and Rescue Event

Rough Terrain Competition is one of the events that would test teams their knowledge and skills in searching victims/casualties in unspecified location using compass and map, vertical rescue, casualty handling, problem & situational analysis, etc. needed to accomplish SAR works in an unfamiliar environment.

        The competition will be held in a vast area of land covered by volcanic debris, a gulley, river beds and rough mountainous terrain located at the base of Mayon Volcano NE of Legazpi City.

        Competing teams will be using a variety of techniques in the simulated search for casualties and the application of appropriate emergency care of the sick and the injured trapped victims lost in unspecified site in the area.

Collapse Structures/Confined Space Search and Rescue Event

The NRDRC will provide an arena for rescue personnel from across the country to come together, in order to stimulate and develop proficiency levels in all areas of rescue, but specifically in:        

. Incident Control        
. Safety        
. Casualty Location and Safe Removal        
. Pre-Hospital Care        
. Expert Use of Equipment.


        The competition will be run in three scenarios over three days. All teams will take part in the different scenarios. The skills that the teams have developed in training for the event and pick up during these days will go back with them. This experience, skill and knowledge will be used to great effect when they attend their next incident.

        NRDRC's inaugural theme " Testing Skills and Breaking Barriers So that Others May Live" acknowledges the need for all interested rescue teams in the country to measure themselves relative to others and transcend limitations with the end in view of improve lifesaving skills and capabilities.
